David Betancourt serves as the Vice President, External Affairs Market Manager of Southern California for Comerica Bank, where he is responsible for leading CRA initiatives through community and economic development programs and services throughout Southern California counties of Los Angeles, Orange, San Bernardino, Riverside, San Diego and Ventura. Since joining Comerica Bank in April 2020, David established the Comerica Business $ense Bootcamp to address the critical need of resources and technical assistance for small businesses impacted by the COVID-19 pandemic throughout the state of California. David also leads a national youth entrepreneurship program, educating students grades 6-12 on the foundations of starting a business.

Prior to joining Comerica Bank, David worked with the Los Angeles Area Chamber of Commerce as the Senior Program Coordinator, where he developed and lead small business programs. He played a key role in the launch of the Chamber’s OneLA Regional Collaborative supplier diversity initiative and was instrumental in creating a regional footprint for the chamber in the counties of Los Angeles, Orange, Ventura, Riverside, and San Bernardino.

David also served as the Business Associate for the Small Business Development Center (SBDC) hosted by the University of La Verne College of Business and Public Management. There, he assisted the Center Director in delivering consulting services and workshops to entrepreneurs in the San Gabriel Valley Region.

David currently serves on the Board of Directors for the California Hispanic Chambers of Commerce (CHCC) Foundation, Chair for the organization’s Creating A Path to Success (CAPS) program, and Board of Directors for the Orange County Hispanic Chamber of Commerce (OCHCC) Foundation.

David is a native of Southern California growing up in West Covina, attended the University of La Verne as a first-generation student where he earned a Bachelor of Science in Business Administration & Public Management and an MBA in Marketing.
