David Betancourt

David Betancourt is a seasoned leader in community and economic development, with more than a decade of experience driving meaningful change in underserved and under-resourced communities. As the Community Reinvestment Outreach Regional Manager for BMO Bank N.A., he leads CRA initiatives across Southern California fostering partnerships and programs that promote financial inclusion and economic growth.

Previously, David served as West Region Market Head of Community Affairs for Aetna, a CVS Health Company. In that role, he advanced CVS Health’s local engagement strategy across 11 Western states, aligning enterprise resources to support initiatives addressing Social Determinants of Health while strengthening the brand’s community presence.

David also served as External Affairs Market Manager at Comerica Bank, where he led CRA efforts throughout Southern California counties. During the COVID-19 pandemic, he launched the Comerica Business $ense Bootcamp, delivering essential resources and technical assistance to small businesses across California.

His earlier career includes key nonprofit roles, including Senior Program Coordinator for the Los Angeles Area Chamber of Commerce, where he helped launch the OneLA Regional Collaborative supplier diversity initiative, and Business Associate for the Small Business Development Center at the University of La Verne’s College of Business and Public Management.

David serves as Chairman of the California Hispanic Chambers of Commerce Foundation, Treasurer of the Orange County Hispanic Chamber of Commerce Education Foundation, Creating A Path to Succes (CAPS) Alumni and a proud TELACU – David C. Lizárraga Fellow.

A native of the San Gabriel Valley, David’s passion for business began at a young age, supporting his parents’ mobile bear factory business. He holds a Bachelor of Science in Business Administration and Public Management and an MBA with a concentration in Marketing, both from the University of La Verne.
